What is the Silex font?

Silex began life in the labs of R·U·S·S·T Institute several years ago with a skeleton of C.A.D./C.A.M system fonts, the tungsten carbide blade of a milling machine for a soul and a box of OpenType features for brains.

Is Silex A free font? Is Silex Free to Download?
